The LocalServer may not be running, the FillPdf Service may be down. In that case, for FillPDF forms not relying on image stamping, we should fall back to pdftk, if that is installed.

Postponing on #3049709: [8.x-5.x] Make post-processing pluggable for now. While this isn't about post-processing, both issues are about allowing multiple plugins be configured and ready to use, either alternatively or in combination.

Clearly, this won't happen before 8.x-5.x.
