There is a number of post-processing options:
- encryption: #2948793: Support PDF security in pdftk
- converting to PDF/A: #1908750: [8.x-5.x] Add option to create PDF/A files
- possibly: merging several templates into one populated form
- possibly: PDF compression

Actually, even flattening and image stamping are post-processing options.
We should allow backend plugins to tell us what they are supporting, and should allow other backend (?) plugins to step in and add more functionality.

In different ways, this is related to #3040901: Allow backend plugins to supply settings for the FillPdfSettingsForm, #1526496: Separate out PDF templates from mapping configurations and #3049681: [8.x-5.x] Fall back to pdftk if configured, so we probably need to figure out where and how to start.
