Error adding a validation: Call to a member function validateConfigurationForm() on null [#3066034]

When I submit a new created validation, I get the php error "Call to a member function validateConfigurationForm() on null". This error is thrown because the property fieldValidationRule in class FieldValidationRuleFormBase isn't populated on form submit. On submit the buildForm method isn't called, because the form array is retrieved from cache. I will upload a patch to populate them on validation.

I have also tried to reproduce this one, but there were no errors when creating rules and everything seems to be working fine. Logs are also clear. Maybe there are some special steps to reproduce this?
