Problem/Motivation

The FormElement plugins need to be converted to use attributes instead of annotation. Defining FormElement plugins using attributes instead of annotation is supported since Drupal 10.3. See https://www.drupal.org/node/3229001.

Feeds currently requires at least Drupal 10.3, so the conversion can be done without keeping the annotation.
