Hi, I include a patch from the 5.x-2.x branch which tries to get ical doing more sensible things

1/ ical needs to take into account if the event has time or not. If it does not, it should not report the time (and hence create all day events in calendar managers)
2/ the time shown should be relative to "Zulu" - i.e UTC or GMT. I've done my best to try and work out how thats supposed to work - I'm sure there is a better way....

I would recommend that the tz data actually be pulled from the Operating System rather than from a table contained within the module code. At the very least this allows you keep up to date with things like Daylight Savings changes (of which there a few each year) without having to release a new version of the module each time there is a change.
