equalheights depency on libraries 2.x & drush

drush dl equalheights

works properly & downloads the equalheights module

drush en equalheights

gives the following error even though version 2.1 of libraries is installed and enabled.

Module equalheights cannot be enabled because it depends on libraries  (2.x) but 7.x-2.1 [error]
is available

Is it expecting the dev version?

When I enable the module from the modules page on the site it enables correctly.
