This seems to be easily reproducible at least using Simplytest.me. Marked #1953386: /elections does not give options to add elections as a duplicate of this issue.

I think that fixes it. The problem was that hook_election_type_info() was being checked for with a function_exists() rather than module_implements(). Committed and pushed.
