Admin users can't add new addresses to a user profile

Administration users are unable to add new addresses to another users address book because the user id is taken from the global variable instead of the URL argument.

The attached patch makes use of code already in the address.module to work out which user id to use when redirecting after adding a new address, as well as injecting the user id in to the POST data before it is saved to the database.
