De-couple address.module permissions from the store.module

How about allowing the address.module to be run standalone from the store.module? This requires the permissions to be changed.

Currently address.module checks for
user_access('administer store')

It would be more suitable to check for
user_access('administer users')

This is also better for users in roles that only have user management, but can't administer the store.
