Any chance of an upgrade that allows different shipping rates for overseas shipping? Even something that automatically adds a user-defined amount to the shipping cost for non-U.S. addresses would be great.

Well, consider that some people based "overseas" might have to charge an extra amount to those in the USA. The way to handle this might be to be able to establish "zones" (groups of countries) and asign to those zones the extra charge.
