Following-up on #2757219: Fix notice when empty section title in task: let's improve the sections UX for the editor by making titles in a section (field collection) required.

Two possible ways:

1. patch in #1788222: Allow "add another" button instead of empty field collection item form when using the embedded widget for field collections. Note: check if this plays nicely with max = 3.
2. setting required title when body tekst is used using form state api.

The first is preferred because it also improves the UX of the admin screen: less clutter.

I like the 'Add another' option, but it should also be possible to add no sections at all. Case in point for a very, very short Task: https://vught.nl/hondenbelasting

This Task only contains a title and Introduction field, but it really is content of the Task CT.

So, yes: make the section tab title required when the section body field is in use, but allow for not using any sections on a Task as well.

In DvG8 we need to do some user tests en go for best practices for the UX. I'm closing this issue because i do not see people going to work on this anymore for DvG7.
