Add a description for the issue field "assigned"

First step would be for someone to write a handbook page like http://drupal.org/node/45111 or http://drupal.org/node/156119 that describes what the Assigned field is for. Then we can worry about adding a description that points to the page.

The page status of https://www.drupal.org/node/2172049 is Incomplete. Do we want to link to it when it (appears to be) not ready?

I checked if the url's worked and if the text was equal to the image.

Could be I that misunderstand the issue.
In was not in a very good shape yesterday.

The patch looks good, but I'm hesitant to link to https://www.drupal.org/node/2172049 until it does not show "Incomplete" at the top of the right column.

So we put this issue on hold until that page is ready?

I think so, unless it is ready enough.

I changed the first line of #2172049.

Seems ok to me now.
