Building on #2295411: Auto-generate Git attribution info / commit messages on Drupal.org and #2340363: Add issue comment attribution, project maintainers should have a way to select which comments were helpful enough to get credit.

Both #2295411: Auto-generate Git attribution info / commit messages on Drupal.org and #2288727: [meta] Provide credit to organizations / customers who contribute to Drupal issues have UI ideas.

Postponing until the UI settles down, and the prerequisite issues are done.
