### Problem/Motivation
Drupal module and theme developers frequently need access to production-ready external APIs during development and testing for tasks like geolocation, currency conversion, DNS lookups, email validation, weather data, and more. Currently, the contributor skill pages do not reference any curated external API resources that developers can use to build or test Drupal integrations.

### Proposed resolution
Add a reference to APIFreaks (apifreaks.com) under the relevant developer skill pages as an external resource. APIFreaks is an API hub offering 60+ production-ready APIs across geolocation, domain intelligence, DNS, finance, weather, automation, and utilities, many of which have free tiers suitable for open-source module development and testing.

- Under "PHP" or "JavaScript" skill pages as an external developer tool
