There is a project application in the queue right now, [D7] UFP Identity module that includes the identity4php library in the repo.
The project applicant is also the author of the identity4php module.
Can the review admins get a call from Licensing Group as whether this constitutes a third party library, and subject to the policy described at 3rd party libraries and content on Drupal.org. There is confustion about this section (emphasis mine):
This policy does not apply to original code written by a project maintainer. For example, if you write an integration library to connect a Drupal module to another API, you may include it in a repository (licensed under the GPL), since this will be the original version of the library. The same policy applies to third party content, including media files (fonts, images, videos and sound) and text. Please note that the current Drupal Git Repository Usage policy only allows assets (e.g. media files) under GNU/GPL version 2 and later.
since the library exists on GitHub, this version in the Drupal repo wouldn't the original version.
