here are a couple wireframes for d7ux appearance. The idea is the 80% should focus on enabling one theme. the 20% of enabling multiple themes is handled via a tab.

gábor hojtsyDo you envision available themes to be pulled from available themes on drupal.org, or do you mean available themes on the site?

Noyz commentedAvailable themes is listing installed themes only.
When we talked about this UI in London, we discussed the idea of showing "featured themes" or "most popular themes" which would be a pull from Drupal.org, but Dries said such a feature was previously attempted but shot down for performance (and I think security reasons). If that's not the case, I'd revisit the wireframe.
