Problem/Motivation

Hi I am running Drupal on Windows Server 2016 using IIS to manage the installation. I seem to be having problems copying the folder, creating backups and changing permissions. A few weeks ago I noticed a lot of files being created in \web\sites\default\files\php\twig. One of the developers tried to copy the folder for his web application but it was taking a very long time. I am very new to Drupal running on IIS and I was looking for some insight about what the cache does and how to deal with copying sites from one folder to another or even backing up the folder which is taking an extremely long time due to the caching. Is it possible to disable caching or limit caching? Any help that you can give would be greatly appreciated.
