The module description doesn't describe the functionality of the module as clearly as it could.
Proposed resolution
Change the wording to something like "Allows users to configure the display and form display by arranging fields in several columns."

We generally refer just to "users" without making any assumptions on roles in these kind of texts.
The important point here is to say that people can do something with the module rather than the module providing something fixed or perfoming an automated task.
