Just inherited a D8 site, tried clearing opcache (because none of my php edits will take) and am getting the error:

The website encountered an unexpected error. Please try again later.

Drupal\Component\Plugin\Exception\PluginNotFoundException: The "broken" plugin does not exist. in Drupal\Core\Plugin\DefaultPluginManager->doGetDefinition() (line 52 of core/lib/Drupal/Component/Plugin/Discovery/DiscoveryTrait.php).

There is no plugin/module I can find called Broken...

Log error:

[22-Feb-2018 17:14:40 America/New_York] Uncaught PHP Exception Drupal\Component\Plugin\Exception\PluginNotFoundException: "The "broken" plugin does not exist." at /mnt/nfs/html/example.com/public/core/lib/Drupal/Component/Plugin/Discovery/DiscoveryTrait.php line 52

Any help on where to start greatly appreciated, and should I start another thread for the php cache issue?

Thanks!

What about the "broken" block plugin? You'll need a stack trace..

By the way, Drupal 8.2.8 is no longer supported.

/core/lib/Drupal/Core/Block/Plugin/Block/Broken.php exists so must not be it?
I'll try to reproduce the issue tonight and get a stack trace, thanks!

I, unfortunately, have not been able to reproduce the '"broken" plugin does not exist' error. Thanks for trying to help. I'll close this out.

I can reprocude it in D 8.7. and it seems that some contrib modules register plugins and do not provide clean ways to remove system links to it when uninstalling the modules leading to some broken admin sites and broken terminal commands. We maybe need a way how Drupal secures itself by forcing the contrib modules to provide clean uninstall methods for it. (side note, since this issue here is old)

I also got same strange error on Drupal 8.6:
Uncaught PHP Exception Drupal\Component\Plugin\Exception\PluginNotFoundException: "The "broken" plugin does not exist. Valid plugin IDs for Drupal\Core\Block\BlockManager are: " at web/core/lib/Drupal/Component/Plugin/Discovery/DiscoveryTrait.php line 53
It is disappeared after cleaning caches.
