In People/List if I select a user, acation is set to "Add the adminisrator role to the selected users" and then I clicked on Apply to selected items. The user I just selected to make it administrator did not work. If I filter by Administrator role, the user name I just clicked apply to did not show up. Is this a bug? If I click the particular user, click edit and manually choose the role that way then it works.

I just tested on 8.3.2 and it certainly works. Check your browser console for errors and Drupal's log please.
