Scenario:

  1. Enable Devel (contrib) or Configuration translation (Core)
  2. I visit views administration page, for example /admin/structure/views/view/blog
  3. See that tabs style is broken

Tabs should look as on other page. For example:
modules page

Environment: Chrome Version 40.0.2214.111, Ubuntu 14.04 (64-bit)
Theme: Seven
Installed contrib modules: Devel, Page manager

I was able to reproduce this. The seven tabs.css are being overwritten by /core/assets/vendor/jquery.ui/themes/base/tabs.css

This problem is fixed when latest patch from #2389735: Core and base theme CSS files in libraries override theme CSS files with the same name was applied.

I just want to mention that Seven's tabs component was not loaded because of the overwritten tabs.css as mentioned in #2.
