Both @jibran and @tstoeckler have contributed to the module - over 25 commits in total and have both been active in the Drupal 8 issue queue. Additionally they have asked good questions about release management eg #2428003: Move all shortcut forms to \Drupal\shortcut\Form. I look forward to https://www.drupal.org/project/issues/drupal?component=shortcut.module being triaged and cared for in the future :)
