parts of the operations column should be modals (this motivation could use expansion/rewording)

put this sync setting on the custom language setting page (in the regional config page) admin/config/regional/content-language and move other settings there into a modal.

I came back to this and I think that the sync issue changed after this follow-up was suggested for adding the sync checkbox. That's not needed since each part of the field is "sync'd" by just unchecking the translatable checkbox.

In general, the idea of modals is still needing to be considered though.

There is such minimal settings there that it does not make sense to modalize in core.
