Translations are important for Drupal, there should be a direct link to them and how to do them on the handbooks page. Currently, they are lumped in with "developing for Drupal" which isn't an obvious place for them.

This is now in the Getting Involved handbook and has been reorganized and improved lately. This should make this more accessible than it was.
