Basic documentation for Drupal 9

Problem/Motivation

It would be great with basic documentation of the benefits of installing Chaos Tool Suite in Drupal 9.

Steps to reproduce

See that documentation exists in the old documentation system (Working with Chaos Tool Suite (ctools)) but not in the new, under Contributed modules.

Proposed resolution

Document the benefits of installing Chaos Tool Suite in Drupal 9. For example, from Pathauto 1.11 released 2 Aug. 2022, it no longer requires Ctools, so a list of modules which still require Chaos Tool Suite (ctools) would be useful.

Remaining tasks

Add a page under https://www.drupal.org/docs/contributed-modules/chaos-tool-suite-ctools describing the benefits of installing Chaos Tool Suite in Drupal 9.
