Create a new semver branch and an RC release.

- Merge #3313158: Drupal 10 compatibility into 5.x branch
- Tag branch
- Create release
- Update releases

kristen polNote for now this is not the recommended release. Once the RC release has been tested more by me and the community and we make a 5.0.0 stable release then we can move it to be the recommended release and remove support for the 8.x-4.1 release.
