I am using content complete to measure the completeness of a book and turning on a series of pictures depending on the amount that has been completed.
In the views block under Filter Criteria I set up a filter using Content Complete: Completeness measuring the completeness of any given node. When I apply this filter it is always off. The condition does not allow the picture to become visible.
When I set the Operator to "is empty(NULL)" then I can see the picture in the block.
I created a node that measures 0% complete and this too failed to display the picture. I am sure something is broken with the filter criteria Content Complete: Completeness.

ptmkenny commentedIt seems like your nodes are not getting the completeness set correctly. Are you sure the completeness is being saved correctly?
I am able to filter in Views based on complete values ( > 70%, > 25%, etc.) without any problems.

spineless commentedI could not get this to work in a timely manner. Sorry I stopped using content complete years ago.
