The intro and company profile reads well.
The profile sites (osaka-u and hiroshima-u etc) that I scanned seem to be Drupal, and good and high-profile. The others also seem valid.

Granting the benefit of the doubt, the community involvement and sponsorship seems good enough, though some genuine link evidence (to meetup or drupalcamp org pages, or pages from conferences where they were identified as sponsors or helpers) would have helped a little.
... I did find that sort of stuff on my own, at http://2014.drupalcampjapan.net/sponsors - so that does count as the needed evidence for me. Yes to adequate local community participation (commercially anyway).

The home site and portfolio seems genuine - though not primo "showcase" material exactly.

I *would* encourage you to have your employees - if you have any - to register their Drupal profiles correctly and start participating in the community here on d.o. Currently you company profile - though an organisation member - has no individuals that are listed as part of the Drupal community or having ever made any posts, comments, contributions or patches. Getting your company culture into the community would be a good thing.

Overall - this application seems fine, and seems like it should be promoted as a vetted service provider.

I agree with @dman and would like to see more employees listed on the page. Can you ask them to add ANNAI LLC to their own Drupal.org profiles?

Yes, Japanese would be totally appropriate where it suits you. You probably want the teaser paragraph to be mainly English as that gets re-used in listings elsewhere - though there is nothing to stop you putting *some* Japanese in there also.
