On #3044989: Add static deprecation testing we have a test we can run from time to time to check for deprecations.

It is currently reporting:

All \Drupal\Core\Config\ExtensionInstallStorage::__construct() arguments will be required in drupal:9.0.0. See https://www.drupal.org/node/2538996

So, it looks like we need to update our constructs of that object.

Well, this is a bit painful. The calls to the constructor of that class are implicit in the config_update.services.yml file. So, we need to add arguments there. ... well, it isn't too bad. Let's try this.
