I see this module introduces the ability to refund the original credit card (via the "Credit" link on the payment page) which is an awesome and much needed feature. What about rebillable transactions where additional funds need to be added to the card (if the customer added products to their order for example). I realize you can do this thru Card on File - but doesn't that require the customer having opted to store their CC info?

Thanks

Jason

Take a peak into the Commerce Recurring Framework. That is how Card on File, Rebillable orders/products works.

(if the customer added products to their order for example)

Based on that use case, I would force users to make new order. If it's an admin adjusting the order because customer forgot, then admin should request customer CC info over phone and manually process.

Yeah, the only other way to do this would be what we refer to as a "reference transaction" - not retaining the CC data at the gateway via Card on File but actually telling the gateway to reprocess a card previously used by referring to its transaction ID. PayPal supports this, for example, for up to one year after a transaction even without a Billing Agreement. Authorize.Net does not have support for reference transactions, though, so you'd have to use CIM and then create a follow-up order or something.
