As stated on the release note, the quality is better than 1.x beta, and fixes some important bugs :

This release includes some important/popular fixes and features that should enable many sites to run without lots of local patches.

The quality should be better than 1.x beta. However it is still marked as an alpha because we are likely to make some more non-back-compatible changes.

So we don't have Swiftmailer in our composer.json, only Mailsystem for dev. But we do in our project templates.

It seems the 2.x branch will be made the recommend version very soon, so probably it's better to wait.

For others that need to update Swifmailer because of the unsupported TLS or incompatibility with Simplenews, they need to change the required version manually at /profiles/contrib/commerce_base/composer.json or composer can't install 2.x.
