Followup to #2711013: Implement the initial payment functionality.

We need an offsite form, generic callbacks for success/error, an IPN callback.

Simillar functionality for Payment module https://www.drupal.org/sandbox/niko/2685859 (maybe it will useful for you in some parts)
It's finished, but not documented yet because I'm very busy at the moment

I'm assuming that https://github.com/drupalcommerce/commerce/pull/581 is related to this issue. I updated the patch to fix some of the issues that @bojanz had on github.

Is it possible to explain what needs to be done to finish this patch? I noticed after upgrading from beta-3 to beta-4 that our payment plugin no long worked. I think this issue is needed to get it back to a working state again? I've got ~4hrs tomorrow to look at this.
