"Apply pricing rules" uses wrong order if admin has an active cart

In commerce 1.9, I am logged in as an admin. I have an active cart order. If I edit another order and click "Apply pricing rules", rules will apply rules for my cart order, not for the order I've selected.

In my specific case, I have a sales tax that's triggered by a specific product in the order, and the rule gets triggered even though the edited order doesn't have that product.
