I am not sure if this is a bug or not.

When configuring a text format, it is possible to drag groups to reorder them. But it is not possible to drag groups between different lines of the toolbar. So in the screenshot below, the highlighted operation would not be possible. Instead, I have to create a new group on the second line with the same name, then drag each button to the new group, which is annoying.

If this is a bug, it would be nice to see it fixed. Otherwise, the functionality should be added.
