http upload has its limitations. this task is to allow selection from a configurable local directory, thereby permitting larger zip files to be processed. limits here on server capacity and timeouts apply as well.. but reducing the steps to process should improve capability.

Hi,

This isn't actually a CCK Scorm issue since it is based off of CCK filefield.

You may want to check out http://drupal.org/project/filefield_sources which would let you select a file that already exists on the server for upload.
