Problem Statement :
1> I have two content type "Page Content" and "promo Content"
2> Two Roles . author and approver. Author only creates the node and approver approve the content for publishing.
3> In Page Content, i have used promo content as the reference node.
4> Edit a promo content creates a new revision as it goes through work flow process.
5> Without publishing the promo content (Current Revision) , The approver can not see the latest promo.

My requirement is while changes to promo content, approver able to see these changes without pushing the changes live in the page where it sits.

Hmm, I think you might have posted this request on the wrong module issue queue. cck_reference doesn't have anything to do with referencing nodes. Perhaps you meant to post this request on the nodereference module (part of CCK)?
