When adding a new cck that has a field type of nodereference, the default number of fields available when *multiple values* is selected is 3. Pushing this setting to an admin/settings/nodereference page would provide greater flexibility in using this module.

Note that this would have to be implemented separately for all widget types of all field types, not only nodereference autocomplete.
And even if you patch all the ones provided with CCK, contrib filed types wouldn't benefit from this, so there's no way to make this consistent.
D6 solves this, BTW.
