for some reason, the javascript is not functioning for fieldgroups that allows the expanding and collapsing of the field groups. However, it does seem to be working for other elements are are not fieldgroup related, such as Cartegories applied to the content types, and file/image upload elements.

I did just upgrade from 4.7 to 5.1 and this is really the only outstanding issue i have.

Have you checked the 'collapsible' setting in the fieldgroup edit form ?

Apart from that, it's either a bug in drupal core (I know there are some erratic issues with fieldset titles in Garland - search the core issue queue about that) or in your specific theme. Therefore, setting to fixed.
