If Content Type (A) is created before Content Type (B)
Then Content Type (B) -> Add Field -> Add existing field, dropdown does not show Content Type (A) for selection. It show only types that are created time wise, before (B).

E.g. I start with a type named Fred, later I created one named Sue, when I try to 'Add Field' Sue to Fred, Sue is not available for selection under the Fred type. So I have to delete Fred, recreate him, and then Sue will be available for the new Fred type :)

Does anyone else get this? Is this by design, or as I have flagged, a bug?

I don't understand - in your description, you seem to mix / confuse content types and fields.
In the 'add existing field' dropdown, you're proposed with existing _fields_, not content types.
