Not Working on Forms Created in Basic Drupal Pages

I've created two HTML forms in basic Drupal pages because the information is being pushed to a CRM. I've given both forms an ID, but neither Math or Image Captcha will work. "Add Adminstrative Links to Forms" is enabled in the configuration, but doesn't appear on the page with the forms.

Does this module not provide Captcha functionality for hard-coded forms?

I've looked through the issue queue and can't find an answer for this.
