"Easy upgrade" to 3.0

The current 3.0 Release Notes say

Easy upgrade: There are no database structure changes since 7.x-2.0 and only a few database content changes since 7.x-1.3. So it would be as easy to upgrade as just a few clicks.

If you simply replace 2.0 with 3.0, your site will go dead with a WSOD, unless you've installed moopapi before hand!

As long as the 1.x and 2.x versions are in production, we need prominent information on the front page as well as in the release notes, that you need to install moopapi first, with a link to its front page.
