I see them in some fields but not always. Under some fields I keep seeing the default description. Why sometimes field description tooltips sometimes and not always? Has this to do with inconsistencies in Drupal? Is this an issue of the theme? I would like to see consistent behaviour. How would I accomplish that?

Go to: "Appearance > Settings > Bootstrap (or sub-theme) > JavaScript > Tooltips" and disable "Convert simple form descriptions".

The description from that setting:

Form items that contain simple descriptions (no HTML and shorter than 200 characters) will be converted into tooltips. This helps reduce the sometimes unnecessary noise of form item descriptions. By treating descriptions that contain longer text or HTML as actionable descriptions, we ensure it is always visible so its usability remains intact.
