No tooltip on User Registration Email field

Hello there,

I am just going through the process of creating a new sign up form for a site re-design, and can't help but notice that tooltips are not working on the email field of the registration form.

Obviously it's not a major issue.

I can see the data-toggle="tooltip" and data-original-title="Form help text" aren't getting applied to the wrapper div for that form item.

Has anyone had this problem, and fixed it?

Any help would be greatly appreciated.
