Hello,

I don't have access to /admin/settings/blocktheme with role like sub-admin or another role... But only with the "Super" Webmaster role (First user created).
I don't have hte setting in "permissions" so I can't config it for role.

Any solutions to this?

Just saw your post - I have reported a similar bug ( http://drupal.org/node/336291 ) and have just tested your problem - and this is the same problem I'm sitting with.

Simple fix: Revert 'access arguments' in blocktheme_menu() to "administer site configuration".

I'm also having issues with this; the option doesn't show up in the menu and trying to manually punch in the address results in a "You are not authorized to access this page." message.

I am already logged in as the "Super" role, and have tried reverting the 'access arguments' to no avail. Any other suggestions?

9 months later this straightforward patch still hasn't been applied to the available version.
