hi..i have an isue with my site, now cant open, before this i have a fully backup using this module.. can i install new drupal and upload my recovery using this module ?

Yes, but..

It depends on what you backed up. If you backed up the database you should be able to restore it.

You might also want to debug the problem to see if you can fix it rather than restore the database and potentially loose content, see https://www.drupal.org/node/158043 for some details.

ok tq, my method try to delete db and create new with the same name then i import db and i run drush cr, its work lastly
