During installation I receive this:

I see the module needs global routing refactoring. It has not been started yet.

Can confirm this issue.
The refactoring of menu_local_tasks to the new routing system sure is a PITA for module authors.
I hope when the first beta ships, it will be stable enough to encourage module authors to give it another shot.

likin's patch represses the error given in the original screenshot well, but, as eigentor states, the entirety of the module still needs to be refactored.
Visiting admin/help/backup_migrate (for example) produces another similar error.

Thanks all for the work and patches! The 8.x-2.x branch is a ways out of date and the supported D8 branch of Backup and Migrate is going to be based on the 7.x-3.x branch. If you are willing to help porting that branch we'd be happy for your help!
