I've come across a situation for a client where they have several nodes that all have the same PDF document attached to them. It would be great of attachment.module provided the facility to browse and select existing modules already uploaded to the site.

I think the filemanager api already provides facilities to get file listings, so should not be too big an issue to integrate in to attachment.module...?

This module is specifically designed to have a separate name space for files in each node. This module would become far to complicated if it also tried to create a central file repository and association manager for nodes. As you said filemanager would provide a huge head start in creating central file library and allowing nodes to associate themselves with files in that library, but it should be a separate module from attachment.
