I'm not sure about this, as it encourages too much granularity in user stories and tasks. Scrum suggests 4-16hrs. as appropriate granularity here. As such, It was actually a design decision to make this an integer field.

I'm open to arguments to the contrary, but for now, I'm marking as 'works as designed'.
