Scenario:

Three candidates are tied for first place with two votes each.
One candidate has no lower-ranked votes (because not all voters ranked every candidate).
The other two candidates each have one lower-ranked vote.

The candidate with no lower-ranked votes WINS.

What would be the ideal tie-handling scenario? And can this be addressed?

I could be mistaken, but my understanding of the way rounds work in IRV is that you only take into consideration the highest ranked choices. If there's a tie, which is pretty common in IRV, you just have to randomly pick which one to eliminate. After that's been decided, you re-allocate any potential lower-ranked choices. I wouldn't recommend using IRV, frankly - Borda Count is a better voting system. CPO-STV is the best but I haven't gotten around to implementing it yet because it would take a long time.
