Currently the admin toolbar only works with a mouse on hover. This module would go a longs way towards being 508 compliant if it worked with keyboard accessibility also.

I've updated the js file to work with tabbing hopefully this helps some.

It is really good beginning, but I think that it has to have arrows navigation.
Will not change status, because didn't read patch attentive, but seems it works good

Maybe you should work alltogether with #2873228: Toolbar menu accessible and navigable with keyboard ?

Posted a new patch at https://www.drupal.org/node/2873228#comment-12135310 the solutions on that ticket I feel are better then what I have here.
